THE DILEMMA OF WHETHER TO CHOOSE AREA SIZE OR POPULATION IN CREATING NEW CONSTITUENCIES IN KENYA.


There is a lot debate on whether to use the population size to ditermine the number of constituencies or the size of an area.Obviously like many other current matters in kenya today, this issue has been politicised with different politicians taking opportunities at every funeral,fund raiser or weddings to rant about his opinion on the side he supports.Obviously its not a case of either or, since, whether one looks at the population size or the area to be represented they are all equally unimportant.Why? whether you represent 1million constituents as a member of parliament in 1 square km. compared to another MP. who is representing an area of  1million square kms. which just has one constituent, both of you take home over 1 million kenya shillings, plus allowances for doing absolutely nothing!


Except for hopping from one funeral,wedding,and other parties our kenya MP. is an overly compensated fellow for doing absolutely nothing.

There is a commission on boundaries that is charged with the responsibilities of looking afresh on the kenyan boundaries.Meanwhile we will wait and see what happens on the outcome of their findings.

MUNGIKI LEADER MAINA NJENGA RELEASED FROM PRISON.

The founder and de facto leader of mungiki Maina njenga has been released from prison. Mr. Njenga has been in and out prison cells, since 2005. Mr. Maina Njenga had been indicted for  leading the sect that has been accused of visitng a lot mayhem in Kenya including kidnapping,rape,murders among other alleged crimes.


The government entered a nolle prosequi which effectively discharged him of all accusation against him. In his interview with the media Mr. Maina Njenga accused unnamed politicians for being behind his woes.

However, Maina Njenga came out prison a changed man and proffesssing a different faith...christianity.On coming out of prison Maina Njenga was received by Bishop Margaret Wanjiru who is the head of the Jesus alive ministry church.

Today Maina Njenga trouped to church accompaniied by new converts who were his former followers.Maina Njenga promiesd to assist in converting the remnants of mungiki to his new found faith.

KENYANS STILL VERY OPTIMISTIC EVEN AFTER THE POST ELECTION VIOLENCE.

The recent Synnovate Research findings.

Synnaovate report released yesterday, shows that kenyans are still very optimistic and raring to vote,that is 80%,of Kenyans.

The popuarirty of the top Kenyan politicians has not changed much with Mr. Raila Odinga, maintaining the lead at 40%, followed by the vice president,Mr. Kalonzo Musyoka,at 22%. Others with minimal percentages are Messrs,Ruto,Uhuru Knyatta,Karua and Musalia Mudavadi.

ODM and PNU are still the most popular parties of choice for most of the kenyan voters if the elections were to be called today.

IDS are getting resettled.

The victims of 2007 election violence, who were displaced from their homes are getting resettled in various areas.The government has provided land for them which will be subdivided and allocated among them.

Each family will be given a two acre piece of land.The procees is still going on and therefore a lot needs to be done to make the process a success given that the procees has already been mired in controversy.

MORENO OCAMPO COMING TO KENYA NEXT MONTH.

Moreno ocampo coming to kenya next month?

The International Court prosecutor is coming to kenya next month.Though not much details have come out clearly on the prosecutor's visit, it's highly speculated that the prosecutor is coming to consult with the two prominent kenyan leaders Mr Mwai Kibaki and Mr Raila Odinga on the best possible ways of commencing the investigation on the post election violence.

Mr Ocampos stand on how to deal with the post 2007 election violence has been very clear, as he has been quoted as saying."If kenya does not act Iwill act.If Kenya does not intervene,I will intervene.The prosecutor meant that the Kenya government should act on the impunity exhibited by the by some of the prominent people, during that period, some who serve in the current government. Many have been cited in various reports as having allegedly masterminded or directly have been involved in the violence.Among the major reports is famous Waki list which is said to contain names the alleged masterminds of the violence, and which was handed over to the chief mediator in violence Mr. Kofi Annan.

There is said to be a beehive of activity among the alleged suspects, as some have been said to have engaged the best brains among the kenyan legal fraternity to advice them on the best course of action, due to the impending threat of indictment in the International Court.

MONITORING OF THE AID MONEY IN KENYA GOES TO THE INTERNET.

An emerging body of websites that can provide instant feedback on the use of aid money is sparking debate about whether such online tools could not only revolutionise non-profit fundraising, but also boost aid accountability.

The Kwale Sub-district Hospital announced earlier this week on German fundraising site (www.betterplace.org) that it needs Sh65,000 to buy antibiotics to control a cholera outbreak.

Three people have provided Shs7,000 so far. Two advocates have vouched for the project and a visitor to the hospital has reiterated its needs on his blog.

The "web of trust" that the actors build will sway the member’s fundraising chances, said Joana Breidenbach, one of the co-founders of betterplace.org.

Breidenbach said these sites herald an era of more transparency where programme feedback is a click away and can be shared immediately with thousands — and with pictures as proof.

Nick Stockton, head of HAP-International, an organisation that evaluates and certifies aid agencies, said the new tools have had a positive impact.

More evidence

"If these sites represent a growing trend in fundraising, the lesson we all must learn is there is a new generation of givers who want more evidence that their contributions are making a real difference," Stockton told a UN agency, IRIN.

Jonathan Waddingham, charity champion for fundraising website JustGiving, confirmed this, citing supporters of a recent Twitter-inspired non-profit charity: water that was set up to raise money to build wells in Ethiopia. A few weeks after an online funding event — termed a "Twestival" — supporters could watch footage of the wells being built.

But Ben Ramalingam, head of research and development at ALNAP, an organisation that aims to boost humanitarian performance through better learning and accountability, said while encouraging feedback is a positive development, people should not assume web-posted feedback is representative.

"New platforms for new voices on aid issues clearly have potential," he said. "But will such mechanisms give a balanced range of information about a particular project? Or will they give prominence to the most controversial, visible viewpoints," he quipped.

"Blogs and social networking sites have a — perhaps undeserved — reputation for opinionated feedback with little attention to facts. More work is needed to strengthen the evidence-base of such tools."

Project evaluations should be impartial, independent and balanced and must meet six criteria as endorsed by ALNAP and Organisation for Economic Cooperation and Development donors, said Ramalingam.

Focus on giving

These include relevance; appropriateness; connectedness — whether short-term and long-term goals match; and efficiency and effectiveness.

Studies have shown that many donors focus more on the act of giving rather than on its long-term impact in the above areas, Ramalingam noted.

"Givers often lose interest as complex messages start to filter through. How do you involve the donor in the process of giving and responding to feedback and adapting their giving practices accordingly?" he asked.

"I am not sure these websites do that yet. Instead you get a snapshot of what has worked and what hasn’t," he said.

But HAP-International’s Stockton said such feedback is nonetheless democratising the aid business.

"We are not a long way away from the majority of beneficiaries having some kind of web access, so we need to become better at giving them some kind of quality-assurance."

However, the World Bank says universal and broad internet access is still a long way off for most developing countries.

For betterplace’s Breidenbach, projects become viable only through building trust among project implementers, beneficiaries and donors.

"The control comes from the online community," she said. "If you have a critical mass of people involved, then you develop intelligent crowd-sourcing mechanisms," Breidenbach said.

"We don’t necessarily remove really silly projects but they tend to get badly ranked."

Though presenting projects on such forums opens well-established brand names to criticism, they are not shying away, said Breidenbach.

Drawn by online fundraising’s low-cost and efficiency, Care International, the German Red Cross and World Vision have posted on fundraising sites in recent months.

Experts estimate traditional fundraising methods, such as direct mail campaigns, use on average one-third of fundraising revenue.

"These sites do have the potential to add a missing element to the accountability and transparency puzzle," Ramalingam told IRIN.

"If the context is right, a well-articulated and timely bit of project feedback might well trigger an aid agency to change or improve something but it won’t happen every time."

KENYA MAY LOSE OUT ON THE GLOBAL FUND KITTY TO FIGHT T.B, AIDS, AND MALARIA.

A disagreement over the Global Fund kitty is threatening access of HIV patients to ARVs.

A row between NGOs involved in the fight against HIV could result in the country losing out on money from the Global Fund to fight Aids, Tuberculosis and Malaria.

A group of NGOs under the umbrella group Kenya Consortium to Fight Aids, Tuberculosis and Malaria, is accusing one of the Fund’s principal recipients, Care International-Kenya, of being too slow to release money it was allocated.

"While the Global Fund did its part by disbursing the money to Care International-Kenya in March, the pace of implementation has become an issue of great concern," the consortium said in a letter to National Aids Control Council.

The letter added: "We believe that if this is not addressed quickly, it could negatively impact on future rounds and even our ability to source funding for HIV and Aids elsewhere."

The consortium says unless the money is utilised and accounted for by November, the Fund is unlikely to release the next allocation.

But Care International Country Director Stephen Vaughan says his organisation has been releasing funds to groups that have accounted for previous allocations.

Mr Vaughan said: "We cannot release funds to those who have not accounted for funds already given to them." Speaking at a news conference in Nairobi recently, the director challenged the NGOs to provide clear accounts on how they spent the money already given to them."

He noted that of 58 civil society groups that receive funding from the Global Fund through his organisation, only 26 had met the Fund’s accounting criteria.

Aids activists are concerned that access to treatment could be affected if the row continues.

"This is unfortunate, because the ARVs in stock will not last long," said James Kamau, co-ordinator of Kenya Treatment Access Movement.

WANJIRU HAS PROVEN ONCE AGAIN HE IS A FORCE TO RECKON WITH.

The irresistible force in marathon running did it again last evening as Samuel Wanjiru blazed the Chicago Marathon course with a new best mark of 2:05:41 after running unchallenged in the last 10km to earn a staggering Sh70.35m.

Wanjiru completed his epic victory that is also an American record in the chilly marathon to confirm his status as the third Kenyan winner of the World Marathon Majors series that carries with it the $500,000 (Sh38m) jackpot. Omar Ahmed (Robert ‘Mwafrika’ Cheruiyot) and Martin Lel are the others.

In addition, the Olympic champion and championship record holder (2:06:32) will also pocket $100,000 (Sh7.6m) for shattering the old course mark of 2:05:42 set by Khalid Khannouchi in 1999. Moroccan Abderrahim Goumri (2:06:04) charged late to overtake Vincent Kipruto (2:06:08) for second with the Kenyan hanging on to third.

Add the $75,000 (Sh5.75) winner’s purse and the reported $250,000 (Sh19m) appearance fee and Wanjiru’s slightly over two hour’s day in office netted a mind boggling Sh70.35m! Of course, this figure is subject to tax and agent fees deductions but nonetheless, it is phenomenal considering he is yet to celebrate his 23rd birthday.

Wanjiru threw down the gauntlet after 20 miles to drop Charles Munyeki and Kipruto. The early pace was ridiculously fast in the men’s race.

POLITICIANS ACCUSE GOVERNMENT ON THE MAU ISSUE.

Cabinet Minister William ole Ntimama and two MPs have accused the Government of dragging its feet over the eviction of settlers from the Mau forest.

Ntimama and MPs Nkoidila ole Lankas (Narok South) and Joseph Kiuna (Molo) said the Government should expedite eviction of people from the forest to stop further destruction.

The leaders warned that the patience of people affected by the destruction of the forest was running out.

Ntimama said the settlers should be removed from the forest unconditionally and without any compensation.

" We may not have a forest to talk about if the Government continues dragging its feet," the National Heritage Minister said.

The leaders said they would not relent in their push to have those in the forest evicted.

They were speaking at the weekend during a home coming party for Councillor Reuben ole Kiramba in Entiani in Narok North.

The Minister said the settlers should not be compensated because they had other homes before they moved into the forest.

"They were not born there and should go back to where they came from," he said.

He said the forest should be restored urgently because it was the lifeline for millions of people in the country.

"The Maasai have lost their lives and cattle due to the drought as a result of what is happening in the Mau Forest," he said.

Lankas said eviction of the settlers should not be delayed any further if the forest is to be saved from continuous destruction.

PRIME MINISTER ODINGA ACCUSSES SOME MEDIA OF BEING BIASED.

Prime Minister Raila Odinga has accused a section of the media of being biased and antagonistic. The PM clarified on Saturday that at no time during his tour of Kondele in Kisumu did he say the Government would hand over suspects of the post-election violence to the International Criminal Court.

The PM spokesman Dennis Onyango said, while addressing crowds in Kondele on Friday, the PM outlined why he supports The Hague to take up the trial of post-election violence suspects. Mr Onyango said the PM’s wish had been a local tribunal to undertake the trials to protect the country’s standing among nations.

He said this has not come to pass since MPs, the civil society and the media ganged up against the setting up of local tribunal.
